No build it yourself, just make sure you ground yourself first.

Plug in your PSU to the wall but turn it off at the back of the PSU but keep it on at the wall, and touch the PSU before you touch a component.

you will receive many boxes with the hardware within them, if you are worried about breaking anything during installation look into scansure.

you pay to buy stuff basically, the more it costs the more you pay to buy it.

yes it's over budget, borrow some money and work it off or some shit, you get a good monitor and a decent kb/mouse..
if you can't afford, use some cheap keyboard and mouse for the time being.

I don't know how much they charge for building
but I would build it myself, it isn't difficult and you get a good feeling of self achievement when it is done.

And what sort of frame rate and quality should I expect from this PC on games such as bio shock and gta??

a gaming PC is useful not only for games, but usually being of higher end hardware it will perform great with other tasks such as homework and editing etc.. when I did web dev in school it was awful doing it at school as the PC's were so slow compared to mine..
games, have a look at benchmarks on youtube as I honestly can't tell you.

You wont be getting the max setting with 60fps, but on medium maybe high you will. And yes with the quad core H/b and Photo editing will be good!

Better GPU, better mobo, better cooler. You can easily add another 380 in XFire to this rig, and you can OC the 860k if you wish. Either way, add an SSD when possible.
