Wow, its stupid what you just said. In my definition, a ricer is a person who puts wings, body kits and fart cans on their vehicle without performance parts whatsoever.
A tuner would be someone who modifies their vehicle to have turbo or supercharger. Even with a stock turbo , you can still modify the setup for more gains.

Turbo: Made up of two sections, a turbine and a compressor. The turbine is fed exhaust gas to spool it up while the compressor compresses air and forces it into the engine, which is known as boost. Turbo/Twin turbo is good for high boost levels as long as the motor can take it and usually produce more power, however with a turbo/twin setup you have what is known as lag, where you have to wait for the turbo to spin fast enough to produce boost, usually between 3-5K RPM depending on size etc.
Supercharger: there are a few types out there such as centrifugal, roots and twin screw superchargers. A supercharger can be driven from exhaust gasses like a turbo, or can be powered from a belt/gear/chain or direct to the crank. A supercharger usually uses power from the engine to make power, which gives a constant level of boost and eliminates any lag, so you get boost even in low rpm.
For a comparison, this is what a turbo and a supercharger could look like on a dyno graph, of course it would vary on what type of turbo/sc you go with.

supercharger is blue and green, turbo black and red.
Of course there are downsides with each, Turbo's require a lot of plumbing such as oil feed, intercooler piping etc to run properly and ensure air going into the motor isn't too hot. Superchargers don't require a lot of that but compressed air from the sc will heat up and supercharges usually don't produce the same amount of power that a turbo can.
Turbo's can also be used for efficiency, put a small one on a smaller displacement motor to increase hp without drastically increasing fuel consumption for example.
On a plus, either one sounds nice, hearing a supercharger whine is music to my ears and the right blow off valve is also pretty damn nice..
Hmm. Turbos aren't exactly cheap especially if they want a decent increase in power, all the supportive mods to ensure you don't grenade the motor and send a piston into space will cost a fair bit of dolla too. Yes you can get 2nd hand turbos and slap one in with eBay inter cooler kits but if you are going to do it, it would be best to do it properly instead of doing it to your beloved D16Y7 motor and busting the block and having to swap a motor for something which you made into a handy paperweight.
