I have a budget of $250 and need to be able to run gta v on ultra on a steady 60fps.

impossible, never going to happen for $250. maybe low at 60fps but not even medium would be steady 60.

30FPS at medium settings, turn a few things down for 60FPS. Try to find a comfortable middle ground, 45FPS at medium settings with the more demanding settings turned down a bit. If you get the cheaper option, add another 4GB of the same RAM asap. Then, you can save up for an R7 360 or R7 370, something like that, and add it in XFire with the APU for better performance.
