i am considering using air cooling with my next build, I am very nervous that an AIO cooler will leak on me and break my components.
Would the CoolerMaster v8 CPU Cooler be able to keep a 5960x cool at base clock or overclocking (3.5-4.0ghz)?

There's better options but it will do the job.

Noctua NH-D15 all the way for air cooling.
as for AIO, they won't leak, it is very very rare that they do.
EDIT: next build, do you really need a 5960X? because there are far better choices if you are just gaming or just doing CPU heavy tasks.
