Is that your anti sway bar? If so, does it move? You may have a bad bushing / end link you need to replace. More picks would be nice, it looks like the anti way bar is rubbing on the bump stop but I can't be sure because I can't see anything. Any way you could make a video?

What is the year make and model of your car?

Ye it is the anti sway bar and how do you mean by move? Move when turning wheel or if I pull it?

If you grab it, can you move it? It should be solid. Is it screwed down all the way? It looks like that bump stop looking thing is meant to go around it, so it looks like your sway bar is up too high.
