So Im from the uk and I want to pre order black ops 3 but its £55 im going to change locale to us and buy it as it saves me like £15.. btw I put my billing address to new york if that makes a difference.

Well, NY state sales tax is 4% so...

59.99x0.04=2.3996 (2.40)
59.99+2.4=$62.39

I'd say it's safe to assume your states tax is something under 10%... 10% would make 59.99 into $65.99, so your price would be at most that.

I live in Washington state where it is a bit under 10%, so I just say it's 10% so that I don't over spend.

When you order it, it should tell you how much tax is before you click pay, right? All the things I buy do, but I don't know how the UK works.

I don't ever get taxed on internet purchases on amazon and ebay and stuff but xbox is insane with taxes

In Oregon, we don't have sales tax. In California, I don't believe you are charged sales tax on virtual currency and games.
