I try restoring it but it never restores it's just sits at Apple loading to restore please help

Have you tried putting it in DFU mode?

Put the device in DFU mode. Plug it into your computer and restore your version. That is the only way to fix the issue. Restoring will remove all data on your phone and make it fresh again. PM me if you need further help with anything.
