Incorrect. The new level cap is 40 and light no longer effects your overall level. However. the level cap doesnt take effect until the 15th

everyone with or without the taken king dlc will be able to get to level 40 just by playing missions and raids or strikes just from gaining xp no more light is needed to rank yourself up.
