I plan on getting into hydro dipping but I was unsure whether the main items for it were the film and activator spray

Yeah that's all you really need.
But many people suggest using primer on you item before you dip it and also using a clear coat lacquer on it after you have dipped it.

do not get in to hydro dipping
i know from experience
its costly and way harder than it looks
we have spent alot of money just to get the dips to look good
