You will need a new mobo.

Your GPU looks fine. You shouldnt be getting 40 FPS. Check all your drivers. Your CPU will not be making your game lag. Its a good CPU for the price.

90C CPU, that's not good.. may need a new cooler
3.97GB usable is because you have a 32-Bit operating system, a 64-Bit will allow all 8GB to be used.

Get a new cooler. You dont need a new CPU, mobo, or RAM.

Try getting an i5! I have an i5 4590 @ 3.3Ghz and it works a charm.

As for the question of what MOBO you should buy, you'll need a Mirco ATX.

EDIT: I also agree with the guy above, Hyper 212 Evo's are amazing for the money, super quiet, good efficiency, very cheap
