You can't remove an iCloud activation lock. It is there as a security feature that is supposed to deter theft of devices (which I assume you did)
If you stole the device, return it.
If you actually own the device and can't remember the iCloud information to remove the lock, take the device (with proper ownership proof) to an Apple corporate store and pay them $5 USD to remove the lock for you.
