BUZZY1212 wrote can someone confirms this actually works?
im guessing change region to brazil, buy points from g2a, redeem them then buy fifa points?
Yes this does work, done it before not tried it in a while though. I've also done it with other countries too.

Can you do the one time transfer even after playing 16? And what are the steps to make it work?

I find it easier and slightly cheaper buying South African Xbox Gift Cards. They're slightly more expensive on the marketplace, but it's easier to find the codes online and generally at below face value, where as you pay a premium for Brazil gift cards. For example:
12,000 Fifa 16 Points
Marketplace Prices:
Brazil: R$300 BRL (£50.70)
South Africa: R1,201.50 ZAR (£58.30)
At first glance, Brazil is much cheaper. But then you have to buy the Gift Cards:
To get R$300 BRL off G2A it costs: R$100 BRL cards (£19.89) x3 = £59.67
To get R1200 ZAR off SA online stores it costs: R600 ZAR cards (£29.07) x2 = £58.14
So it ends up being cheaper. Obviously you'll need to buy like a R100 Xbox Gift Card to make up that missing R1.50, but it still works out cheaper if you use up all the credit. In fact, you can find R600 Xbox Gift Cards for around R590 (£28.61), so they sell at less than face value.
