I've been updating now for about three hours, the vreen update bar isn't moving and I've restarted my Xbox twice now. What is going on? How can this be fixed.

From what Microsoft mentioned you may need to do this up to 3 times for it to complete. If you can't get any further after that you may need to wait for the next wave of updates. You can always reach out to Microsoft to confirm if there is anything else or possible download the update to USB maybe...
