That's what he is deciding to role with but may make some changes as I have told him what we think and what is worth. The ram for one could possibly be getting changed to Kingston or another brand of corsair ram as that shaves an extra £100 off.
The case he said he wants to stick to as it looks like bae the cooler he will possibly swap out for an nzxt x61 as temps are said to be better but h110i gtx is still on game considering it would go in with the corsair products. He may possibly change the mobo too! Around a months time he will be looking at getting a 2nd 980ti hence the 850w ( thanks Sanct) He wasn't to keen on the 40" considering its not branded like dell or BenQ etc. He will possibly pick up a Dell P2715Q or its younger bro the 24" depending on if its really worth and extra £200 for an extra 2"
Other than that, that's all I have for now to tell you. He will be looking at last minute amendments like I have just stated.

I would definitely change the RAM, and yes the 5960X is a beast of a CPU, it really isn't worth the £500 premium. For the same amount of money, you can get the 5820K which I am sure he wouldn't even use to its full potential, and 2x 980 Ti's which will be much better for gaming and will last pretty much forever.

That's not even remotely true, stop saying that. GTX 580's were considered high end 5 years ago, now the entry level GTX 950 out-performs the GTX 580. If you think a 980Ti is going to "last forever" because it's a high end card now, you just don't have a clue.

For a high end rig, starting to replace components after 4-6 years or so, is a good idea, even if it's done component by component. It will also depend on how you feel about upgrading obviously, whether you need the upgrade or not etc, but 4-6 years for a high end rig, 2-3 years for a mid ranged rig and a year to 18 months or so, for an entry level rig. That's the upgrade rules I like to follow, personally.

@OP- Please do not let him waste £100+ on RAM just because it has the Corsair badge, that's ridiculous. Tell him to stop paying so much attention to brand names. Brand names mean absolutely nothing. There's loads of terrible Corsair products, just because it's a well known brand, does not mean it's good. Wasting £150 for the Rampage mobo is a huge waste. It's going to be no real benefit, and the rig won't perform any better. Something like an X99A SLI PLUS or X99A SLI Krait will have the features you need, and do the job perfectly well. The only reason to spend more is if there are any specific features you require. Even then, you don't need to be spending £350 on a motherboard, and if you were, you might as well get the MSI X99 GODLIKE motherboard.

The Kraken X61 and H110i GTX will perform very similarly, but the X61 is quieter, also nicer IMO. Seriously, tell your friend to stop paying attention to brand names. Buying the AIO "because it's Corsair" is the dumbest thing ever.

I'd still recommend the Enthoo Pro, or Enthoo EVOLV ATX, but if he must buy a Corsair case, he'd be better with the 780t IMO, same price.

For storage, you'll definitely still want to grab a 250-500GB 850-EVO, at least, for the primary drive. Also, grab a couple of case fans like I suggested before.

I'm assuming the P2415Q is the 24" monitor you're referencing. Do not get it. 24" is way too small for a 4k panel. 27", or 28" is the bare minimum screen size you should be looking for, for a 4k panel. Not buying a good monitor because you don't like the name, is v stupid FYI. Tell your friend to watch the videos I linked and not pay attention to any brand names, since the monitors may make perfect sense for him to buy. The P2715Q would be a fine choice if the 40" korean monitors aren't your friends cup of tea, for whatever reason
