Don't scrape it, either use 70-99% isopropyl alcohol with a piece of tissue or a coffee filter to rub it off, or I have heard that spraying a bit of deodorant on a cloth will do the trick, but I wouldn't do it personally.

i used to let the cpu get warm and then it just rubs off with a paper towel.

If you have unbleached rolling papers, like RAWs, you could use those instead of the coffee filters but the coffee filters would be easier to use anyway, and they're fairly inexpensive. I used a spare KFC wet wipe I had once because I was out of coffee filters, and that worked fine but I wouldn't recommend it. Definitely do not "scrape" anything off of your CPU.
