im on the mission "Taking Point:Sunshine Tidings Coop" and i did the first 2 steps and i need to talk to preston and i cant, i waited for 48 hours and still cant and i dont know what to do

Reload from a previous save if you have one?
I always save before during and after to make sure this doesn't happen
