I'm interested in building a website, and it would be my first time. Does anyone have any recommendations on what platform to use, or a good learning resource? Thanks.

Depends on what your site will consist of.
For the most part you are going to want know html, css, javascript, php, and mysql if you want to go fullscale.
Plenty of resources out there.

Probably recommend using Bootstrap 3. It's in HTML but it's a very useful 'tool' to create different types of responsive websites.
Have a look on YouTube for some tutorials or go on the bootstrap website.
As for the software, I'd user Brackets. It's written by Adobe and the interface makes you want to code!
