No point upgrading from Haswell to Skylake IMO, unless you have a specific reason to do so. You don't need another SSD, unless you're running out of room. You can pic up an E3-1231 V3 for $240 anyway, so a Haswell Refresh Xeon and a new 390 is going to be only slightly more expensive than a Skylake upgrade.
So, new CPU and GPU, or new socket with newer CPU. E3-1231 V3 vs E3-1230 V5 isn't a huge difference.
