Like the title said I'm not sure if this topic is meant for the PC building or PC support so sorry if its in wrong place.
I have £500-600 to spend on some upgrades for my PC.
I would like to upgrade my CPU but not sure if that is the best for my PC.
Here are my specs:
GPU = ASUS GTX 770 2GB
CPU = AMD 8320
RAM = 8GB Hyper X RaM
Mobo = ASUS m59a7 r2.0
PSU = OCZ ZS 750W
I'm not sure what is the best to update but I think I need a upgrade on my CPU what do you guys think?
Budget changed from £500-600 to £400.

Why are you looking to upgrade your current system? What do you want to get out of an upgrade?

GPU upgrade would give you better gaming performance and a better GPU would be more of an improvement, than a new CPU. However, AM3+ has become dated, and you could upgrade to Skylake and DDR4 now, if you wish. Otherwise, you could grab an R9 Fury, or go balls to the wall and get a 980Ti or something. A 390/970 wouldn't be a significant enough improvement over a 770 to warrant the upgrade IMO, unless you can sell the 770 fairly easily.

I don't know if its just paranoia or that's its just hotter.

What does it run at now temp wise, as long as it isn't over 62C then it is perfectly fine.

Also, an aftermarket cooler would solve your temperature issue.
As you're wanting a CPU upgrade, a Skylake upgrade would make sense. Will you overclock? What do you use your system for(will you make use of hyperthreading(i5 vs i7))?
