I can't send or receive cars and I can't join a club or access the store front. I have been banned on a different account does it then bann me on all my others? I can still play online and join free roam games.

Depending what you have done, Turn 10 sometimes ban you from their servers. But you can still access pub matches on a different account.

Which sounds like what's happened to you.
