Just out of curiosity, how is the Skylake i5 better than the Athlon X4 860K? The 860K has an entire extra GHz of processing power, and they're both quad cores.
Skylake has much better per core performance.
Plus, the 2gb is just as good as the 4gb GPU. Same performance.
What about it makes the core performance better? And how would twice the RAM not have an impact on the performance of the GPU? Hope you don't feel I'm berating, just trying to expand my knowledge on the subject.
Trying to explain how one chip has greater is better than another is very hard to explain without going into huge depth and making everything complicating, simply put the Skylake chip is newer, has more cache (the 860k has no L3 cache whatsoever), and is more advanced in terms of architecture, number of transistors etc.
More VRAM is better (if they are the same type of RAM), but the other many factors that affect the performance of the GPU are much more important and make a larger difference.

4GB is what you should be looking at nowadays, however 2GB will get the job done as long as you're not playing VRAM intensive games like GTA or Skyrim w/ mods.

If the 4GB is cheaper, then get it. It would be worth it, I suppose.

Skylake has a smaller manufacturing process, and the architecture is far newer/stronger. Clock speeds make a difference when the two chips are of the same architecture, but i5 vs 860k, i5 is a clear winner. 860k is still perfectly fine for a budget gaming rig, in fact t's very good for it's price. As for VRAM, it sort of makes a difference, but cards use what VRAM they have. The difference between a 2GB 380 and 4GB 380 is minimal, as they're still the exact same card with the exact same specs, other than the 2GB VRAM difference. I'd just get a 2GB 380, or just spend the premium and get a 380x instead because if you're willing to spend a bit more than the 2GB 380 for improved performance, you honestly may as well get a 380x if possible.
OP- Do not use your TV as a monitor, I'd just buy the 860k and monitor. Unless you think you can spend the extra $100 on the PC instead of a monitor, and save up for a nice monitor, that'd make sense.
