I wanted to find out if it is possible to do a similar thing that modio does for xbox but on a PS4? Is there any modio equivalent for the playstation?

I don't think there is any way of modding fallout 4 saves on consoles.

PS4 save files cannot yet be accessed to transfer files over so to answer you question no unfortunately. Hopefully something comes out soon!
