I wanted to get a anti static wrist strap for when I build my pc. Since my whole house is basically carpet. Is it okay as long as I have this wrist strap on one of my arms and its attached to a metal piece in my pc I can still stand on my carpet and build my pc?

As long as it is connecting your body to a piece of metal then you will be fine. Putting it on your wrist adn clipping it onto your case is fine.

Can I touch a piece of metal on my pc then build my pc? like keep touching the metal before touching a part? or do I always have to be connected to metal?

The clip will be constantly connected to the case, you won't have to touch the case or anything else. Once you connect the wristband it will ground you and you will be good to go.

If you don't have the anti-static wrist strap then you can just periodically touch your PC case to ground yourself out. As long as you try to avoid touching any sensitive circuitry then you will be fine.

Never worn a static strap ever in my life and the countless systems i've built have been fine. I think its more of a gimmick than anything.

Its happened to some people. I was reading on another forum where of about 100 people, only a select few had experienced ESD. You have to be seriously unlucky for it to happen to you.

A couple quid to save **** up a £1000 dollar system, even if it happens 0.1% of the time.

It's not just random, if you are careful when handling parts then the chance of this happening is even lower, the regular person that builds one PC and then maybe upgrades it later on will pretty much not have any problems with ESD.
