The games that I plan on playing with this laptop would be:

Rocket League
Team Fortress 2
CS:GO

For these game I just want to be able to play them with 60 FPS+

I want a 17 inch laptop preferably but will consider 15 inch laptops

I do not have a preference for what brand laptop.

This is one that I found that seems to be good but maybe their are some better ones.

Does it have to be a laptop or is building a PC out of the question?

I already have a Desktop at my house its just that my laptop that I currently have is
1. old
2. slow
3. Games? not even close

Plus bringing a desktop with me on a plane in not a good idea, and is such a hassle.
