Im looking for someone who can find out who this person by his phone number so i can report him if you could help me out that would be most appreciated.

You know who can find him out by his phone number? The police.
You have no reason to find out this guys name unless you want to go out and attack him yourself. If he's really a problem, save yourself the assault charges and just take it up with the police, they'll take your call/text logs and if it really is a problem, they'll deal with it.
Other then that, us finding out this guys personal details is illegal, therefore on the behalf of TTG, we want nothing to do with this
