Been having a blast on it whilst the EA Access thing is free, considering buying it after the promo is up.
Is the game popular enough though?

Ive been playing it for a while now and you could always find servers to play on that are full or close to being full.

It's plenty active.
Heck I can go on BF3 and find a lot a full games.
You'll have trouble with DLCs on both though.

Depends on where you're living - Where I currently reside in, absolutely not. However, in North America and Europe, it is plenty active. To be honest, in my opinion I didn't enjoy the game for much long - got bored after a week (PC).

Bf4 is very popular considering the fact hardline is ruined by in game purchases. Not totally ruined, but the lack of content is amazing.

The hard part is finding decent player numbers in a server, if the server is full it stays that way for awhile then the others only have 6-7 players in them not worth joining
