Ok so basically my dads iPhone 4S is still on iOS 5, and in order to actually use half the appstore, I need to update it. I don't want to go all the way to iOS 9, as I still intend to rejailbreak it, so it's like it was. I plan to go to iOS 7, as thats what im most familiar with.

I would do a google search, but I honestly don't know how to word it as well as yielding the right results.

Nope I don't think you can you've to go to the newest software out which would be 9.2.1 and I don't think downgrade is possible after that

You can only upgrade/restore to IPSWs that are still currently being signed by Apple. iOS 7.x.x isn't being signed anymore, you'll just get some stupid error if you try.
