So after just turning my computer back on everything I ha d saved on my tool bar is gone and when I open up a program it doesn't appear either on it. Help?

Windows 10.. I'm on my phone because I couldn't find Chrome.

I'm assuming you mean the Taskbar at the bottom of your screen.

To fix it I believe
Press Windows button + X, Select Taskmanager, click on Windows Explorer, click on Restart on Windows Explorer.
It should be way below in the "Windows Processes".

That didn't work and I can't click the window button or anything else on it

Well if the taskbar is completely gone then I know you can't click the windows button. Access this doing Windows Button + X
(The Windows Button your keyboard)
and this will pop up.

I was able to get to the task manager through Ctrl/alt:delete, and yeah it didn't work

When u do the Control+Alt+Delete , does task manager not open to that either?
