So all today I have been trying to figure out why I wasn't getting the desired frame rate on CS:GO as other people that have the MSI 970 GTX 100 Million Edition (Most have said they get 350+ with my GPU/CPU) So the only two things left as far as I can tell is my PSU and Motherboard I will post my specs below
Motherboard: Hewlett-Packard 2AF3
CPU: Intel Core i7 4770
GPU: NVIDIA GeForce GTX 970 MSI 100 Million Edition
16 GB Installed RAM
PSU: HP 600 W
I've almost had this motherboard for 2 years and I feel as if it is the reason for the false performance of my GPU, I was averaging 130 frames on a 800x600 resolution with every setting on low. And I am just looking for a response for what I should upgrade to fully maximize my GPU.

I would upgrade those 2 anyways, regardless of what it does.
The motherboard supports PCI-E 16x so that is supported.
But I'd upgrade those 2 components anyway and you shouldn't be running hardware like that on potato's like that.
