I have been trying to get Sanctuary Hills to 100 happiness but I have been stuck on 94 for awhile now.
Stats:
People 16
Food 41
Water 999
Power 153
Defense 313
I also have assigned jobs to all settlers and have all the expensive shops but you just is not budging.

Your defense needs to be higher than both your Food & Water combined.

That would not be fun trying to get defense over 999. I guess I will take one of my other settlements that are near 90% to 100% because it will be much easier.
