For your price range, the 380 would be your best bet. You could get the more exoensive 960, but it would put you over budget by a bit and you wouldnt get as good performance.

Do you need the specific features Nvidia offers at all?

Will handle most games @ 1080p with ease.

What do you mean cooling? CPU Cooling? The CPU should come with a stock cooler.

Better CPU, better SSD, XFire support so you can add a 2nd 380 at any point for better performance. Get your OS for free, or from /r/microsoftsoftwareswap
