So I still haven't unlocked trading, It said to wait 15 Days, Activating Mobile Auth will effect this? (I activated it during the wait... The wait had like 10-12 days left) or does Steam only unlock it on the date and time?

You still have to wait but its better to activate Steam Mobile Auth. at this time rather than later.

It should of been done by today, so I don't know if the mobile affected it?

You can trade without the mobile authenticator but the trades will be held for 3 days. I believe you only need it on for 7 days so it would be enabled before you can trade. Just try sending someone an offer.
