I would like an Avatar. Maybe animated if possible?

What I was looking for was a skyblue background. In the middle of the background, I'd like the text "Skyjacked" in white font. (Specific font doesn't matter. Do whatever you think looks best"

On the outside of the font is what I'd like animated if possible.

I'd like two round outlines. Let me explain. I was them criss-cross from eachother.
I'm not quite sure how to explain. Imagine an outline of a circle. But thicker. I would like a a quarter of that circle on the top left of the avatar surrounding the text, and on the bottom right of the avatar surrounding the signature.

Something like this , but way better produced.
