When it says "you need 10 more posts to earn 1 rep point" does that mean a post like this or can I post in other peoples and it count?

Every 25 post = 1 rep point
Every 100 given to you = 1 rep point
Rep is giving most of the time if you helped someone or they feel like you deserve it, rep is kind of like a ranking system you could say
