I'm level 15 and can't get past it plz help iv done the missions and i still can't do it any suggestions would be great.

You need to do all side missions in the area of your level so 14-16 find that area do all side missions about 40k a piece and turn it into jtf for another 40k

This right here. Also i went up 4 levels just doing a few of the little things like Drones and Phones.
