Hello, someone was saying that they was quitting osrs (which I thought was a obvious scam) and he said that is I offer him money that he will give me back, more than double what I offered him, is this a scam or not?

Anything revolving around doubling money is almost always a scam. They want you to give them money offering to trade back double but they just leave, so just avoid it.

Yes, this is a scam. Basically the items he is showing in his inventory are valued way higher than they should be and are not selling in the Grand Exchange. Therefore, the value is technically correct, but will never be sold at that price point and they will slowly drop.
