Do you need to be level 30 in order for the single player enemies to drop high end loot? I'm level 23 and all I'm getting is blue and green.

As you level up gear will get better. Don't worry about the color to much. When I was leveling High level greens were better than some of my stuff.

The best loot is going to come from the dark zone. And the majority of loot there that you can buy and what not is a minimum of level 15 in the story mode, and level 30 in the dark zone.
