If you can afford $45 on steam why can't you afford $20 via paypal? Comes across as a big scam to be honest....
If it's due to you being to young, just ask your parents no harm in asking and if they say no then just deal with it.
Depending on the server you may be able to do a trade with someone on the server such as an Admin? Or buy a popular game on steam wait in till it is tradeable, advertise the trade on TF2 outpost or something and use a trusted middleman/ you may also be able to do this on this Minecraft servers forums if it has one.
