First things first. Turn your PC off and back on.
Then when your PC is back on, open task manager and look in "start-up" and "processes" for the file. If you find it, right click it and look for "open file location". Then delete the file, go back and end it in task manager.
Don't use BHOP scripts BTW, you can only reach a max of 300 velocity and then you will automatically be slowed down, cheats or not. Not to mention you can get over-watched for it.
Pls skype or something i am confused and it would make it easier
Well, I can't Skype at the moment, just reset your PC and you'll be fine. Honestly, you have nothing to worry about.
Simply restarting his computer won't solve anything. It's bad advice.

Yes it will? When he reboots his computer, it will close down all programs that are currently open and when he turns it back on, it will only run the start-up programs. If it's actually a genuine cheat, then it will have closed down. If it's a keylogger/RAT/Worm then it will be in his start-up programs and it wont cause him to be banned by Valve Anti-cheat (VAC).
Restarting his computer will completely fix the problem. I've used cheats before.

End the process in task manager, and then locate the files on your system and delete them.

Ok the steamvsr doesn't appear when I hit find location. I can't uninstall it and I don't want to end task every time. It comes back even if I do. Please give me more information. ( not resetting my pc)

You must work for Dell. So, you're more concerned about him getting caught cheating versus someone stealing his personal data? You aren't the brightest man, I'm sorry but you aren't. You told him he has nothing to worry about, yet explained that it may be some sort of malware.
Restarting his computer will solve nothing if it is indeed some sort of Remote access tool or keylogger as most of them are in fact a start up process.

If it is some sort of RAT then OP is literally screwed. Most of them are FUD and bury themselves deep within your PC. If OP doesn't know how to use task manager, he isn't going to be able to remove the RAT. His concern was being Vacced and not being hacked, so I told him that he wont be vacced if he restarts his PC.

He clearly said in his original post that this problem persists with every boot. Restarting his computer will not help him if what he initially said is the primary issue.
