It started installing when i was online, but it was taking forever, but when i tried to install offline it wouldn't work. I've installed games offline before but for some reason it won't even give me an option to install fallout 3 while offline.

I think it's because for backward compatible titles you need to download them, while on the other hand xbox one games you won't need internet access since you're just installing them from the disc.
