When I go to buy a yellow blueprint from B9E in the security wing my blueprints aren't as good as my friends when he goes to buy them.

For example his damage in the guns will be 1000 or so more than mine, how can I make it so my blueprints are the same damage as his etc...

It's because of his firearms/gear bonuses
