Well, we kind of need more information. I need to make assumptions from the PCPP link on what he's looking for, so you'll need to clarify if I make any mistakes.

If he wants to go AMD, that's fine, he can get an AMD GPU if that's his preference. However, AMD CPU is a big no no. AM3+ is dead, it makes absolutely no sense in a new system, and an i5 or i7 would run circles around an FX-8350, in every task. If he really wants an AMD CPU, tell him to just wait for AM4. As for GPU, I wouldn't recommend AMD at the minute due to a lot of complaints about over-heating 390s not long ago. Plus, Pascal is releasing in a matter of weeks and a GTX 1070 or GTX 1080 would make much more sense IMO.

For the GPU, I'd recommend waiting for GTX 1070 benchmarks(we should see those tomorrow) and if it's a good buy, then get a GTX 1070 once they release on June 10th. If the GTX 1070 doesn't look like a great deal, you could get an R9 390. If you went with a 1070, you'd have SLI support so you could easily add a 2nd at any point, whereas you'd need an 850W PSU for XFire support with the 390. 1440p monitor because 1080p doesn't make sense with a high end rig. The kb+mouse are pretty out of place, since they're a budget combo but they'll do the job. I would recommend investing in a nice mechanical keyboard in the future though, definitely worth it.
