Need thermal paste as well. $25-$30 is what I could comfortably spend if possible.

for the heatsink i would go with the Cooler Master Hyper T2 [ Register or Signin to view external links. ]
and for thermal paste i use Noctua NT-H1 [ Register or Signin to view external links. ]

The Cryorig M9a, Raijintek Aidos or Be Quiet! Pure Rock would be a better choice than the Cooler Master. Cryorig H7 is another good alternative but more expensive. I think the Cryorig coolers come with thermal paste in the box. The other two should come with pre-applied paste or a tube of thermal paste. If not, any cheap thermal paste will be fine.
Although those aren't your real temperatures. The CPU wouldn't hit 115c so a temperature sensor is off somewhere. An aftermarket cooler still wouldn't be a bad shout, stock coolers are all pretty meh unless you have AMD's most recent stock cooler. Any of the coolers I suggested would still be an upgrade over that though.
