Hello I Use My Pc For Gaming And For Mod Tools But i Was Stupid And downloaded a Rat But I Reset My Pc Reinstalled Windows Now My Pc Is So Much More Slower Anyone Know Why ?

Have you ran a virus clean? After downloading the rat who knows what sort of stuff could of went on?

Download maleware bytes (I think its still good) its free. do a scan. If it comes up, good. clean it, restart and do it again. You might have to download some other antiviruses. If none of it works say good bye to your pc, throw it in the bin.

Kidding of course. Just do a complete wipe of your HDD, reformat it a couple times and reinstall windows. although I doubt the virus is that nasty.

Also, after the virus scans if nothing comes up you can try a de-frag assuming you have a HDD and not an SSD.
