I need an $800-1000 build with an intel processor for a friend. He does not need a keyboard, mouse, or monitor. He doesn't want a watercooler on it, unless it is necessary. He plans to game on it with games such as fallout and use it for a virtual reality gaming computer. He will need an operating system on it. Any builds posted will be highly appreciated!

You can easily get your OS with $20-$30. Buy a key from Kinguin, or the /r/microsoftsoftwareswap subreddit. Or you can just get it for free. RX 480 releases on June 29th, grab a nice 8GB variant, $250 should be more than enough. XFire support so you can easily add a 2nd 480 at any point if wanted/needed. Nice little cooler. Nice case. Good quality PSU. Nice big SSD. 16GB RAM is plenty, but you can easily add another 16GB if wanted.
Plus, you still have $100 left over, so you could get an i7-6700 instead of the i5, if you wanted. Or you could spend some of the extra $100 on an HDD for mass storage, or another SSD, or case fans, etc etc.
This is assuming there is no interest in CPU overclocking. If you wanted to OC, you'd need to spend an extra $75 or so, for something like this;

Again, a little bit of the budget left but nowhere near as much as $100-$130 like before, this time you have about $25-$50 left. If you wanted to spend that, either get an HDD, some case fans, or a better cooler for better overclocking results/temperatures.
