I want to start out with something close to a "fresh start" on my computer but I don't want to go through the hassle of having to format my drive , install windows all over again and just download everything all over again. Is there any way I can do this fast and easy? I'm currently running Windows 10.

You can uninstall programs in the control panel.

Yes, I know that. But I mean clear everything except a few programs.

Honestly, your best bet is to just re-install your OS from scratch. I do this as often as I can, at least once a year anyway just to clean everything up. Just back up anything important and re-install IMO.

Sorry for just commenting on your post, but Sanctorum if you do that how can you keep using ur OS if theres a certain amount of times to use it?

go in the search bar and search uninstaller and uninstall what you don't want.

I would normally go with a clean install, pretty sure windows 8-10 has an option where you can just remove the files, takes about 2 hours, maybe less for some.
