I have found GTA V CD-Key on G2A here is the link -

If I create a North American account and redeem this key will it work on all the accounts on that console?

Yes, i have bought ps4 games off G2A. It works. You just redeem it at the store

Yes you can play it on your other accounts. Just make the PS4 your primary system on the account if you haven't.
