Hello
In need of a programmer familiar with the stock market, looking to develop a program to help me gather information on the market. Im not looking for a quantopian type of program, just something to gather information from the past, and compare it to current data every 5 minutes, and make decisions and alert me on certain criteria.

Finding someone like that on a site like this is going to be incredible difficult IMO. I imagine this takes some very in-depth knowledge of the market and where to find specific elements. As above I doubt anyone would do it for free.
You may want to try looking on an external recruitment site where you can clearly layout the specs and price.

I would try sites that have freelance programmers for hire. I would have a look at upwork like you mentioned as you will probably recieve many applications there.

I believe this is known as Algorithmic Trading. I am dubious as to whether a single developer will take this on, as with past experience in this field, successful Algorithmic trading is done through a complete and expensive team.

Built something like this last year before I graduated, took a group of 4, met once a week for a semester. No-one will do this for free. Get reading up on Java and API interactions and you will be well underway .

I finished up this project a few weeks ago, turns out Yahoo Offers downloadable API for current stock information. Once i found that out it was very easy to manipulate and store. I managed to check every ticker on yahoo in under 15 seconds, still has some work to do on the stock checking side, need to narrow my results down, but i am fast on my way to getting a complete program running.
