I remember activating a iPhone 4 without a sim using iTunes.

It was a while back so I'm not sure if you can still do it this way but it's worth a shot.

Just plug it into your PC and have iTunes open as you go through the setup part

Yeah, you can give it a try though it wouldn't work on my iPhone 5c when I sold it awhile back. Had to put in the SIM to get past the activation screen and I took it out afterwards

If your unable to I'm sure if you had a friend with a compatible SIM you can borrow theirs to get past this screen.
