Try to get them to transfer AND make sure they make a ticket about the transfer after trying. All one person. No mods or modding history. Make sure they contact R*.

I feel like 0 people have actually done this exact test.

Hi I don't mod myself but have tried this with two modded accounts I have bought from around two weeks ago. Both tried to transfer to XB1 and PS4 none have worked. Contacted R* and got them same email saying their not eligible for transfer. Should have posted this sooner.

Hi I tired to transfer my xbox 360 account to my xbox one account . The account i attempted to transfer was 100% legit level 43 with 200k cash. I called rockstar and asked about the transfer and I was told that the Transfer system is being reviewed and is currently may be unavailable to some users. My next question was "Why was my account not approved for transfer ?" Once again he stated transfer is currently under review. My last question was when will i be able to transfer my account. This is where things got interesting he said once the update is resolved the system should back up.

So what i got from this is the Update he was referring to was the next DLC update or they are changing the transfer system and there still confused on what they want to do.

That's a really good sign.

Nothing is official at all, if it was, they would announce the removal of that feature within the game as the option is still there, game designer don't do that, this isn't a beta of PokemonGo lol
I'm confident it will be available due to it costing Rockstar a lot of money to manually check these accounts via their support page, this is probably a statistics run to see manually how many accounts get transferred, it makes perfect sense, their anti techniques are getting flawed so they need a human brain/humanlike/opinion to make the algorithm to create it for the anti ban system, this is just a test I HIGHLY recommend nobody puts their account through manual submission due to it being easier to detect right now and there's no official announcement so don't waste your chances.
Pretty much the same thing as liljay, glad I hit the nail on the head...

I'm guessing this is to weigh up costs and setting precautions for updates and the future of the modding scene, they're challenging it, not many other games would as it would cost too much man power due to the demand of the game, they're getting the insite they never really had, otherwise they could just ban all transfers straight away if they wanted to and announce it instantly, but they're unsure how this will effect the economy on GTA, or have effect towards shareholders etc, being a Businessman myself, that's the best I could come up with, or something along those lines.
I don't believe they'll do it, simply because it's too risky for he money. I have a couple other theories but this is my closest I believe.

Has anyone been able to transfer an account yet, or are people just steadily selling and still unable to transfer?

People are just selling w no success on transfer most modder just post this link in there thread and say buy and own risk and no refunds will be given for ignoring
